The 'Third Level' - Governor Inslee

Dear Governor Inslee,

I have submitted three similar claims against Washington State, Chelan County, and King County.
Only Washington State is denying my right to submit a claim and provide evidence.
Could you personally see that my claim is reopened for the sake of justice for Thomas Wales, Anne Miller-Hewitt, Gary Miller, Kristopher Sperry, 6-year old Ricardo Alejandra and 4-year old Mariano Alejandra Garcia.
I am mailing a second copy of this letter for proof of mailing and will be communicating with the Capital Mail Service to verify delivery to you.
